The Hon. Phillip Paulwell

Phillip Feanny Paulwell, the youngest person in the newly appointed 14-member Cabinet, now holds the reins of the Ministry of Industry, Technology, Energy & Commerce. 

The young minister has a number of firsts to his credit, including his appointment as Managing Director/Trade Administrator to the Trade Board in 1991.  At that time he was the youngest person to be appointed as head of a public institution.

Also in 1993, Mr. Paulwell was appointed the first Executive Director of the Fair Trading Commission, a body whose mandate and legal authority he helped to formulate.

Before his most recent appointment, Mr. Paulwell served as Minister of the then Ministry of Industry, Commerce and Technology - a position he held since 2000.

His appointment at that time came as a promotion from the position of Minister of State in the former Ministry of Industry, Investment and Commerce. There, he had responsibility for Commerce and Consumer Protection for two years.

Among his major achievements as Junior Minister were: regulation and facilitation of motor vehicle dealerships; strengthening consumer advocacy and protection; and harmonizing relationships and activities within the distributive trade.

He also initiated legislation to enhance the work of the Fair Trading Commission, the Registrar of Companies and the Consumer Affairs Commission.

Mr. Paulwell who is also Member of Parliament for East Kingston and Port Royal, is an attorney-at-law by profession. 

He graduated with honours from the University of the West Indies in 1986 and holds a Certificate in Legal Education, which he earned from the Norman Manley Law School in 1988.
