MINISTRY OF FINANCE AND THE PUBLIC SERVICE
 

The Ministry of Finance and the Public Service is the principal financial organization of Government with constitutional and legal responsibility for the prudent control of the financial resources of the Government of Jamaica. Through research and planning, it promotes the development and implementation of fiscal and economic policies intended to ensure sustainable growth in the national economy.

The Ministry’s mission is to ensure that Government pursues fiscal and economic policies that foster sustainable growth in the national economy, sound management of the country’s financial institutions, and cost effective delivery of public services.

Some of the major issues earmarked as its medium-term objectives are:
Returning the national budget to a surplus position
Maintaining a sustainable public debt
Stabilising the financial sector
Improving financial management of public sector investments
Developing efficiency and modernization in tax administration
Improving standards of financial management, accountability and transparency across the public sector
 
Accountant General’s Department

The goals of the Accountant General’s Department are:

To manage the assets and liabilities of the Government of Jamaica through its cash management
Debt management
Custodianship of Government’s property (other than real property) and investment
Providing acceptable services to public servants in respect of salaries, pensions and loan facilities

Customs Department

The Customs Department is responsible for the collection of customs duties in addition to:

Issuing licenses to in-bond operators
Enforcing all customs laws and regulations
Providing surveillance over all activities of all vessels entering and leaving the island to prevent smuggling
Inspecting factories to ensure compliance with physical and accounting controls
Encouraging voluntary compliance with customs laws in an effort to maximise revenue collections

Inland Revenue Department

The Inland Revenue Department is the principal revenue-collecting agency of the Government. The Department is responsible for the collection of various tax types, including income, education and general consumption. In addition, it makes collections on behalf of other agencies, such as HEART Trust and the Ministry of Local Government, Youth and Community Development. This Department is divided into four regions and 27 collectorates islandwide.

Revenue Protection Department

The Revenue Protection Department (RPD) has the responsibility for enhancing and improving the efficiency of revenue collections and minimising corruption within the Revenue Department. The objectives of the RPD are geared towards:

Increase revenue collection
Reduce smuggling
Increase voluntary compliance
Enhance customer service network
Improve the audit capabilities, aid in standardising financial management capabilities
Minimise the level of corruption in tax administration
Assist in the interdiction of illegal imports of firearms, ammunition and drugs
