The
following bodies admit Observers to their meetings:
COFAP
- Rule 10:
"The
Council shall decide to admit to its deliberations
as Observers, individuals, representatives of non-Member
States, or other Organisations. Any Observer may be
permitted to participate in the proceedings (but shall
not have the right to vote on any issue before the
Council)." (Rule of Procedure approved at First
Meeting of the COFAP, 29 June 1998).
COTED
- Rule 14
para.2:
"The Council may invite any individual or any
representative of an organisation or a non-Member
State to attend meetings of the Council for specific
agenda items.
para.3:
"Any observer may be permitted to participate
in the proceedings but shall not have the right to
vote on any issue before the Council." (Draft
Rules of Procedure of the COTED. There is no record
that these Draft Rules have been approved by the COTED)
COHSOD-
Rule 13 para.4: "The Council may invite
any individual or representative of an organisation
or a non-Member State to attend meetings of the Council
as an Observer. Any observer may be permitted to participate
in the proceedings but shall not have the right to
vote on any issue before the Council." (Draft
Rules of Procedure of the COHSOD. Need to finalise
Rules.)
N.B.
at its Second Meeting, 26-27 November 1998,
With
respect to Observer Status: Rule 13, sub-paragraph
4,
"THE
COHSOD:
Noted
that at the Eleventh Meeting of the Bureau of the
Conference of Heads of Government which was held in
Grenada in October 1998, Councils were requested to
re-examine the basis for the granting of Observer
Status;
Also
noted that, given the large number of regional and
international agencies who previously attended Meetings
of Standing Committees, there was need to develop
criteria for the determination of observer status
at meetings of the COHSOD;
Recommended
that a distinction be made between the Institutions
and Associations of the Community and other regional
and international institutions;
Agreed
that this issue should be re-examined and a report
submitted for the consideration of the next Meeting
of the COHSOD;
Also
agreed that the following amendments would be made
to the list of observer institutions presented to
the Meeting:
(i)
the deletion of the Mico Teachers' College, Jamaica;
the Sir Arthur Lewis Community College, Saint Lucia;
the John Donaldson Technical Institute, Trinidad and
Tobago and the CARNEID Coordinating Centre, Barbados;
and
(ii)
the addition of the Caribbean Regional Council for
Adult Education (CARCAE)."
The
other Councils conduct their meetings in closed session.
