KINGSTON, May 12 (JIS):
Minister of Commerce, Science and Technology, Phillip Paulwell has announced that the Bureau of Standards would be reviewing the formula for the application of import monitoring fees.

In his contribution to the 2004/05 Sectoral Debate in Gordon House on Wednesday (May 12), Minister Paulwell mentioned the increased level of efficiency being exhibited by the standards body.

“Because of the efficient way it is now operating, I am in a position to announce today that I propose to meet with the Jamaica Chamber of Commerce shortly to discuss a review of the formula for the import monitoring fees now charged by the Bureau,” he said.

The Commerce, Science and Technology Minister said that during the last financial year, the Bureau of Standards was one of two agencies that came off the Central Government budget and had been steadily improving its own financial situation.

The other agency is the Spectrum Management Authority (SMA). He said that the Authority introduced its regulatory fees in 2003, thereby ensuring its own source of revenue for administration.

“All the proceeds from Spectrum Licences, which have tripled since the establishment of the Spectrum Management Authority are passed onto the Consolidated Fund,” the Minister said.

He also disclosed that the Board of the SMA recently approved a
US$6 million business plan to bring its operations up to world-class standards within three years. The full cost of the first year of that plan, he said, was already fully financed through the Authority’s own efforts.

Turning to the other agencies under his charge, the Minister said, “in the area of revenue enhancement, we are equally determined that all our agencies should maximize their own sources of revenue so as to lessen the dependence on the Consolidated Fund”.
